One last thing I would like to point out is that the decals still flicker when generated on models, as in props and ragdolls. Also, I fixed the blood decals' color myself, and it wasn't particularly hard to do; I exported each decal as a png via VTFEdit, turned the color to 100 in the Adjustments tab of Windows 10 Photos, and imported the edited image as a vtf, also via VTFEdit.
But did you edit the vmt for blood2 in some way? What did you change?
I suggest you visit the Steam Workshop Downloader io website. Simply paste the link to this addon page and you can download the addon's files, then put only the flesh decal files in your "decals" folder.
try turning it off and see if it made any difference (the cause also might be other particle/texture mods you have installed)
