hello, you have made a really great mod. my question is: is it compatible with government expanded???? if not; Is there a way to make it compatible??

I don't understand, how do I create a pirate republic or play a pirate republic without forming it.

@Neb pick your poison. The mod is designed around forming a customized pirate republic, so you'd miss out on those events and modifiers. That said, all the reforms are available via custom gov interface. The pre existing events are still intact as well.

Apis, do I HAVE to form a pirate republic? Or can I just play as one. I bought all the DLC's

@Neb I can't say with certainty which features will or won't work, as I'm not savvy enough on which features correspond to which DLC(I bought them in batches), however I can say with some certainty that Golden Century and Dharma are likely required, as I believe these are the DLC that enabled Pirate Republics and Government Reforms.

@Neb Yes the mod should still be working fine. I have been running test games to find the bugs since the first content push. There are a few I have found so far, but nothing too game breaking. If you enjoy playing with it, I would appreciate any feedback on balance/bugs/etc.

@Spooky Elite I have added a new Discussion that details the events for becoming a Free Port for you to take a peek at. At a high level, though, there are two ways that they can form currently. I hope to flesh all of this out a bit more once the current system is shown to be stable and interesting:

1) Naval Monarchy government type can spawn them in certain port cities that they own with non-existent tag cores present.

2) The more traditional route that will replace the "Raise the Black Flag" decision. When you meet the same conditions for the Vanilla event (plus a few tweaks), within ~1 year MTTH you should begin to get events appear.
