With so little information I cannot help you right now without checking few things first. Are you using mods only from Recommended Mods List or some random found at steam workshop?
Pregnancy isn't triggered either by food or happiness but by free space in houses.
Are you using Town Pension from this particular mod or from the Housing Bundle?
Please be more specific about whole your village. Birth are triggered not by only free available space.
This building is not for the start but for large settlement. Cost will be adjusted - it wasn't updated yet.
I'd love some feedback if it's fixable or if the town pension is just bugged right now.

IMPORTANT
Before starting building process, please remember to flatten properly ground.
I don't know what you mean and from what you made an assumption "vilages refuse to go further than 30 squares" - this mod was tested and it works perfectly fine with core game mechanics, villagers are working and transporting goods.
Full compatibility with core game mechanics means it works with original design of the game so villagers will behave in normal way. All my mods are compatible with core game mechanics and all of them are always tested before publishing.
