As for cheats they are disabled by default, and "sissy" or other P2 cheats doen't work.
I don't remember most of the cheats anymore but thay are the same as in original ED, ony difference is that to activate them you need to type "GotJesus" or complete the game.

how do you activate cheats through the console? every site I've been on has been literally incorrect, and i'm stuck in in the mall level. for reference its where the pterodactyl and a-10 warthog are, and there's an 'exit' hallway with a bricked-off dead end

I do not plan to update this mod anytime soon. But I guess you could use HD Postal Dude mod + Postal Redux voice pack or something like that, that should work. (In the new game menu select custom or mods option, you can use P2 modifiers and custom maps in ED)

so i beat eternal damnation and i wanna see if you can add and option in the modification place same place where you can select beta john Murray with the black coat could you also add an option to select postal dude i absolutely love this mod but would love to play the dude in this master piece

What do you mean? If you are talking about the ModDB release you just need to drag-and-drop the Eternal Damnation folder into POSTAL 2's main directory (next to Paradise Lost folder and asset folders like Animations, Textures etc.) then you go to the ED's System folder and use EternalDamation.exe to play, it's pretty straightfoward.
