To anyone who wonders, no this is not compatible with Unique Uniques, i just tried it and it brought it back to the normal version.

You don't buy Dragonbane. Furthur down the main quest line, when you reach Skyhaven Temple, there will be an armory. The room has a full set of Blades armor, and about 7 Blades Katana's. In addition, you'll find Dragonbane

Wish I could disenchant Dragonbane and place that enchantment on other weapons. like the Improved Dwarven Crossbow I love.

Well, the point is, Dragonbane should be equal in damage to Chillrend and a Dragonbone sword.

I believe I set the damage equal to that of a Dragonbone sword at 15 damage. The 17 that is displayed is unnavoidable due to the base one handed skill. If you don't have Dawnguard(For the dragonbone weapons) then look to the strongest version of Chillrend for a damage comparison. It too is equal to a Dragonbone sword.

It comes from playing with an enchanter smith for my Dovahkiin, followers are given a weapon or bit of armour tailored to their personality after the chap develops properly it's worked very well in live action to give a story item to the best player when xp from the gm is too limited -in Skyrim I can't give it as a reward so I'm left with only my work to motivate them.

Dragonbane is located in Skyhaven temple along with the Blades armor. Keep in mind, this mod alters an existing weapon; it does not add a new one. Anyway, you can only get the temple by doing the main questline.
