I actually made use of the building themes already to let them grow in. Works great (although it can leave empty spaces and not always "connect" buildings very neatly, but I guess to avoid that you have to precisely plop them in manually, which takes more time). But now extra clear that there is no leveling up.
With Building Themes mod you can make a 'theme' that contains only these buildings and assign it to a district, so only the selected buildings 'grow' there. In this case, because the building theme doesn't contain any higher-level buildings, the buildings will never 'level-up', but they can still 'grow' if that makes sense.

One question though: how can these growable buildings actually grow, if they are all level 1? (no higher levels to grow too -- or maybe I don't understand how it works ;-).
