When you hit something with a destruction-enchanted weapon, the game considers it to be the same as if you had used a destruction spell, so it contributes.
anyhow, a few things I noticed:
1. the thundersword and shooting star both proc'd while in blackreach, despite it being pretty clearly not outside
2. The explosions from the Bow didn't deal damage to enemies
also I think that it's OK for weapons to be this powerful, just make them harder to get, especially shooting star
I gave hints for finding them. For the lazy:
Bow of Utter Destruction - Sinderion's Field Laboratory down in Blackreach... sitting on his work bench
Shooting Star - Dragontooth Crater... lying against the word wall
Thundersword of Kayna - Archmage's Quarters in Winterhold... master locked display case
The weapons are pretty powerful, so I didn't want to just have them left on the ground somewhere.
I have some future plans regarding things like this (so consider this mod a teaser of sorts). I will try to get an artist to help me out.

The explosion from the bow shouldn't injure the player, but it should injure anything nearby the original target. The animation from the explosion seems larger than the damage radius though.
The weapons are slightly overpowered at the moment, so expect those percents to be lowered at some point in the future.

do the meteorites and explosions also damage/kill nearby players, or is it just an animation? it would be cooler if they did, but then the 50% and 25% should be changed to 5 or 10 or something.
and it would really be cooler if you made new models, but i know how hard it is...
