Anyway, I hope everything with Luftahraan goes well. As I said, I don't think I've been this excited for a mod... well, ever. :D
I'm sharing this with authors of location additions so as to spread the awareness of this issue, and hopfully the information provieds a hotfix for the issue on compatibility. It seems that Bethesda acknowledges this as a bug, which possibly means a future fix for it.
I played through the keep, got some sweet skooma, went on to play for many more hours. Then Skyrim would randomly crash, normally during or immediately after a change of location. I re-installed the game, removed script dragon, unloaded all the mods and found that everything works when just your mod is disabled.
It's a good mod and if any details I can provide will help you out, let me know.

One bug for me: it doesn't pop on my world map after discovery, or even after completion.

And that you have the mod enabled in your Data Files menu.
Nobody has reported this problem before.. so I don't know how to help you : /
The dungeon is radiant story enabled. You will not always be directed to westbrook keep.
If you are fixated on getting that quest then you're going to have to re-enter the inn over and over until you get the quest.
I did not put alot of design effort into the quest, I simply did a last minute implementation of radiant story.
I apologize if you find this disappointing, especially because I won't be updating this mod in the near future since I am working on a new project.
