Changes include:
altered production rates
upped resource costs for most of them

Left in the ability to build multiple of the production megastructures from 1.7 (as you can go around it anyway with vassals)

-Fixed issue that let you build multiple dyson spheres in a system.
-altered ring site to account for Sensor array, will likely move it again to a better spot in the future
