In late game, when you have embrassed most of the institutions, you can decide to change or reform the government:

1. Become constituional monarchy, you can unlock some pretty new and powerful decisions and remove some negative modifiers like the disaster of Weisuo Corruption.

2. Reform Celestial Empire, by this way, you can unlock a new group of adm ideas called Celestial Empire Idea and you can unlock some new policies with other ideas.
