- Better placement of new robot pops

- No more drawing planets that need no robots on the yearly lottery. I.e., no more missed ticks.

Oops. It could produce more of the main species for non-synth species too. Fixed now.

Now having more eligible planets results in slightly more robots being built, and in their being more likely to get them. Hopefully this keeps the mod more useful in the mid-game, when playing a robot empire.

Fix for resource bug: it used to bill you even if it didn't found a place to build a robot. Now it's fixed.
