Fixed a bug preventing tomb worlds from being created - it actually IS a vanilla bug (both this mod and vanilla's version of the tomb world event check for something that the game engine now clears immediately when a colony is destroyed, before firing any events) so I coded up a clever workaround until Paradox get around to it.
Fixed a related bug preventing diplomatic consequences and unity bonuses from wiping out planets.
Removed a rate limiter in defines that capped bombardment kills at 36 pops per year.
Normalized a factor in defines that was applied to each stance's pop kill chance, to reduce the number of levers I need to watch. Effective chance to kill should be unchanged (except that the cooldown is removed).
