Added another maps, now 29.

Added starting resource bonus to empires that spawn without buildings.
The reasons for this and other bugs will be out in the next update after the patch 1.3.

For some reason the AI Empire spawn on uninhabitable planets.

Fix working in a new game or you can call fix in the current game by comand event insane_events.2
