Wireless Overloader cooldown changed to 3 turns (was 4).

Tooltips updated a bit. About decoy self-destruction for example, that it reset guards aim.

Sogaple made corrections to Ghuff's bio, his augment and item.

Wireless Overloaders have 3 charges and 4 cooldown now.

update: Wireless Electronic Overloaders can be seen at stores and security dispatch missions.

upd: animation while dragged fixed (it was overwriting Decker's), less shiny eyes on animated portrait.

Added better animated portrait. Anything better that previous one was, right.

Unintended advertizing campaign "Be the one of first three subscribers and get a free EMP-grenade at start" finished.
