-fixed crash

-updated nationdesigner province costs to mod
-fixed trade good issue in uncolonized provs (requires adjustments in future)
-lowered agressive expansion from development by 33% (this might need more adjustments)
-made small hre nations harder to conquer at cost of fl and income
-buffed imperial cities by improving their defense
-buffed emperor via cheaper regiments
-fixed some events and minor things
-started adding provs to regions

-Everything besides the region system should work
-The lack of a region system will cause many decisions and events to not trigger, this will be fixed hopefully soon

-doubled cost of advisors
-increased cost of tax and production efficiency buildings
-manpower and fl from ideas now also increases unit cost and recruitment time
-costs go up every 50 years starting in 1550 to adjust game to rising development
(Money supply should be ok by now)

-very low increases development cost
-low-high reduces development cost
-very high reduces development cost and increases inflation
-inflation now increases development cost
-removed base 10% development reduction in all provs
-fixed development events not properly working with monarch points
