Updates it for current version

Adds government names, made the mesoamerican templates slightly less ugly. still no aztec clothing :(

ok this one adds localization (hopefully) and fixes more bugs (i still don't know how to add the clothing from the og mod so we'll see)

adds the jaguar guys as a man at arms, and fixes a couple issues.
