- added "state slavery policy" task to give players more control of their slave-worker-ratio, which contributes to corruption
- added "state minting policy" task to give player some more control of inflation
- added an entry on "inflation" to the pedia
- nerfed some factors contributing to inflation
- localized variables for computation of inflation to increase performance
- doubled the contribution of empire size to decadence on expert difficulty, so it will be more difficult to reach high values of virtue
- added even more quotes to the loading screen tips
- "integration into federation" task is now cancellable, the normal integration events outside of that task can now only occur if either the task has been completed or cancelled
- task to request help from an ally is now cancelled upon integration
- made a few events/objectives dependent on the player having a capital city (reelvant for invader starts)
- fixed a few more script and string errors

- implemented a more universal solution for fixing the bug/crash that would occur when a unit enters a city with it's stances submenu open and mouse hovering over the stance tooltips
- fixed supervisor officer and champion officer being available in the envoy officer upgrades tab
- envoys that leave a city will now get their status string cleared
- introduced a "recruit optimization cheat" in the "more resilient AI" game option to help AI with building traininggrounds if its low on recruits

- fixed a bug introduced in last update that tried to use an incorrect variable name
- introduced a "food optimizer cheat" script for AI factions in the "more resilient AI" game option, that let's AIs build ocean+river fisheries as well as hunter's lodges if they are short on food and can afford them
- Pirate faction now gets officer upgrades on its brigade when it spawns & spawn chance is decreased
- Pirate faction is now also considered in Masters' mode game option (debuffs are halfed)

- introduced new "voluntary hostage brigade" recruitable in own native cities: brigade can reduce hostility with hostile factions, but will cause temporary loss of intimidation if used on weaker factions
- introduced follow-up events for voluntary hostage brigade
- created alternative access route to monarchy and republic government forms outside "the great cycle" objective, if skill conditions are met
- introduced pirate spawn event to create a pirate haven in remote places (usually islands)
- introduced a timer customeffectable for the "kill high priest" event to make it more predictable and give player a chance to counteract
- tweaked the "reject truce" AI cheat in the "more resilient AI" game option to take faction aggression into account when calculating the time to lock diplomacy
- made the officer upgrade tab for the envoy brigade accessible outside cities
