制药厂生产药物，药物用于人群的麻醉品消费和医院的投入品。
医院消耗药物和行政力，减少地区死亡率，降低地区污染，同时医院拥有可以调节地区出生率的生产方式。
调整了卫生法律以适配医院和制药厂。
增加了一个基础制药公司和15个特色制药公司。
