Update part 2 - Dirt textures (please report texture bugs immediately)

Update part 1 - Skin refreshed and random numbers tweaked. Replaced the Mini Flag Armour Yellow for Winged Armour Yellow realism and in anticipation for the release of the AC4400CW which actually wears the Mini Flag in reality. Update part 2 will bring vehicle aging to the Dash 9s in the near future, the final cut.

Swapped Flag version of SP and UP Random numbers as they were incorrectly numbered for each other. Also fixed the mini flag as one flag was bigger than the other
