-Freightcar LODs tweaked to improve performance

-updated traffic rules spawn file, should fix crashing
-2 new container liveries added
-train texture issues should also be fixed

Mod !!FIXED!!

Changes are as follows:
-Multiple new Railcar colors
-Multiple new container liveries
-AC44/SD40 liveries ported into this mod
-2 trains can now spawn at once
-train frequency slightly tweaked
-short tank/box/grain ("low cargo trains" as SCS dubs them) removed and replaced with mixed consists
-all prop SD40s and AC44s should have correct textures now

-Short boxcar trains are new gone, replaced with manifest ones

Reverting to the sept. 27th version due to update still being buggy. Needs more testing before a finalized release.

-added new consists for the SD40 (2nd gravel train with a different color and new MRL gas local inspired consist)
-added several new railcar colors. more to come
-short boxcar trains that you see in newer DLC areas have now been fixed
-2 trains can now spawn at once

-removed some of the container cars. This should hopefully provide more variety with the trains.
-LODs are now slightly smaller to improve performance

-Added 3 new intermodal trains for the SD40-2. AC44 in the near future.
-Removed Rail Export & American Lines containers so intermodal trains are a little more colorful
-compatible with 1.51
