added tainted jeff

tainted jeff starts with the same stats as regular jeff, except for two soul hearts instead of his second red heart. he has I'm excited constantly active.
his pocket active, downtempo, will remove the excited effect for the current room, but will cause him to take incremental damage, meaning every hit he takes gets added onto the next one, causing him to take several hearts of damage per hit taken while downtempo is active.

downtempo will remember how many hits jeff has taken and will pick up where it left off for later activations.
his birthright resets that counter when picked up.
