added oil to staple goods as it is consumed on lower SoLs
added meat to industrial goods as it is consumed in food industries
added a setting to deduct ig trait infra bonuses from infra prognosis
added a devastation clearance to infra prognosis
made map list more stable to changes like downsizing and added a mechanism that detects errors and autoreloads it
fixed prog+ not accounting for new throughput bonus on prog building levels
fixed hiring balance incorrectly increasing slightly when adding levels to queue for fully unemployed building
