Finally updated to newest version of the game and also fix event and Novorossia and Free Territory placement bug

Update "Napoleon". This update put a focus on the "Sister state[en.wikipedia.org]" of Napoleon's Empire.

Some old countries' tags have been reworked into a "more stable format" so that there is less chance of conflict between other mods. This will most likely break your saves. There shouldn’t be any more such “breaking” updates... In theory.

btw I added a new column to the countries table with links to the wiki, whether the country is real or not.

- Minor edits in localization, mainly Russian file
- Add Sahrawi Arab Democratic Republic, Republic of Northern Ingria and North Karelian state (all with flag and name)
- Fiume and Cornwall get their flag
- Carpatian Rus get their flag and name

Fixed a bug with the laws of Autonomy of the Volga Germans

Now the laws of the Volga Germans (and New Serbia) give the homeland of their nationality to their territory.
