HOTFIX i forgot to make the secret taunt fall through platforms like a smart guy

- Adjusted code on Dspecial projectiles so that they may properly hit hittable articles.
- Changed trail effect on Lucky Fspecial.
- Lucky Fspecial back hit now knocks opponents away with their back still facing towards you.
- Fstrong bkb 8 -> 9

EXPERIMENTAL CHANGES:
Dspecial + Uspecial interaction seemed like it did very little with how much specific setup is required for it, so hopefully these changes will make it feel a little better (even if it is still very niche).

- Uspecial birdsplosion bkb 7 -> 8

- Fixed a bug in which Yuuko could negate parrystun by landing during the flourish of Nair.
- Fixed a bug in which hitting weenie with Fspecial would sometimes send it upwards.
- CSS now checks whether or not cursor_id exists first, which should fix the weenie toggle causing crashes online.
- Fixed a bug that would cause weenie to count as being "hit" when touching a 0-priority hitbox.
- Fixed a bug in which weenie would get stuck after being hit by a move with hitpause that goes into the decimals.

yuuko v1.2 - she can have a little buffs, just as a treat.

Buffs:
- Knockback adjustment reduced 1.05 -> 1
- Waveland adjustment increased 1.25 -> 1.3
- Nair startup reduced 8 -> 5
- Nair knockback decreased 7/.5 -> 6/.4
- Bair first hit now has 3 extra hitpause.
- Uair damage increased 7 -> 8
- Uair knockback increased 6/.6 -> 7/.75
- Uair hitpause scaling increased .6 -> .8
- Dstrong startup reduced 15 -> 13. I wanted this move to be more of a weaker panic strong compared to Fstrong, but I felt that it wasn't really filling this niche due to only being 1 frame faster than it.
- Nspecial 2 (Chopsticks) hitbox extended inwards, 35/35 -> 42/42

Nerfs:
- Lucky Fspecial endlag increased 15 -> 18 (to keep it consistent with regular Fspecial).

Misc:
- Added a "weenie toggle" to the CSS, allowing you to choose which inputs affect the weenie's arc when using NSpecial (forward/back, up/down).

Hotfix to make anti-false galaxy code work properly.

Balance/Changes/QoL:
- Shorthop reduced (6 -> 5).
- Dtilt now goes forward a little more (HSP 0.5/1.5 -> 1.5/2).
- Bair first hit extended downwards (18 -> 28).
- Added additional HUD elements for when both Lucky Fspec and Lucky Uspec are next in queue. These are hidden otherwise, or if Yuuko has the Lucky buff from eating a weenie.
- Weenie now falls through platforms, preventing it from despawning instantly if it falls on one during the apex of its arc.
- Nspecial 2 (chopsticks) hitbox made slightly larger (30/30 -> 35/35).
- If Yuuko gets galaxied by an opponent's attack, the countdown for her Dspecial will stop (if active) and any projectiles from it will be destroyed.

Bugfixes:
- Fixed Yuuko's bighurt and HUD sprites not being drawn properly in her manga alt.
- Fixed depth issues on Fstrong during the the part of the animation where Yuuko turns around.
- Fixed weenie becoming a big X error sprite when transferring ownership to a player using an alt in slot 19.
- Fixed Fstrong causing the opponent to freeze if used again after Yuuko gets interrupted out of it.
- Fixed Lucky Fspecial causing crashes if used in playtest mode.
- Fixed Dspecial's countdown sound continuing to play once it reaches 0 while Yuuko is having her position manipulated by a command grab.
- In a ditto, if two weenies collide, they will now destroy each other.
- (hopefully) Fixed a bug that would cause multihitting projectiles to interact strangely with the weenie.
