General:
-fixed a state trait image pathing error.
-removed the English.names folder
-removed the Spanish.names folder
-removed a redundant english.hub names folder
-fixed Latin_farm map gfx and added Yerba Mate to it.
-fixed country definitions, adding correct capitals to Mapuche, Tehuelche and Selknam.
-fixed Form la Plata decision. You require the new provinces.
-fixed the Yerba Mate building, pollution should now appear correctly
-fixed afro_Platinean culture not appearing correctly.

Argentina:
-fixed a compilation error in the "Conquest of the Chaco" event
-fixed the army model "local caudillos" not being correctly defined to appear to

-added missing state region to Santa Catarina

Chile:
-fixed Araucania having certain province ID´s in other provinces.
-removed chilean culture homeland from Tierra del Fuego

Fixed ideology groups making the Caudillo event spawn for all nations

Fixed a mayor bug, and re added all provinces to the map_data folder. Now the Paradox 1.5 changes have been added.
