fix glitch when there're 2 or more tanks and other tanks aren't in aggressive mode but after the engaging tank died, the others didn't use any skills

fix bug where players didn't get speed/glow/color removed after entered freezing spot(when tank throws rock and where the rock lands)

limit hydrofrost tank to can be spawned only 1 at a time.
