- fix bannedlists.txt auto created. this was supposed to work only in my friend server. although it is there. ban system will not work outside my friend server.

adjusted bloodhunger tank
bloodhunger tank will now regenerates hp by 1% per sec. but will limit at 250 maximum
bonus health regeneration for each nearby victim by 0.3% of max health changed to 0.4% but will limit at 60 maximum
