Rededicate Hagia Sophia was not destroying the correct monuments, fixed

New Decision for Byzantium and Latin nations: The Roman Question
I got a bit creative with this one, and it might be a bit OP, I'll be curious to see your thoughts. If you get the Pantheon to level 3, rededicate the Hagia Sophia, and reclaim sites of worship, own Rome, and have some dev requirements, Rome might be feeling a bit more... Roman than usual. Perhaps this will lead to a bit of an easier way to restore the Roman empire? Byzantium and Latin nations both have custom events for their historical flavor.

-Removed the ducat and power points requirement for the "Reclaim Sites of Worship" decision
-Rebalanced Imperial cult requirements a bit, and actually deducted required stuff for the decision

This is a big one:

Modified the Pantheon benefits at each tier
Added an event for building the Pantheon
Added an event for getting the Pantheon to tier 3
Added a new great project: The Circus Vaticanus
Added a new great project: The Mos Maiorum
Changed the 'Eternal Flame Reignited" to a provincial modifier in Rome rather than a country modifier
Originally, you could only reignite the flame if you had 90 legitimacy, but added Republican tradition to also count
Added 4 new privliges to the Colelgium Pontificum
Fixed a bug where the Collegium Pontificum's description did not appear

Fixed a bug where the decision to revive Hellenism didn't actually deduct the ducats and power points required

Edited the reclaim the Hellenic sites of worship decision to highlight required provinces

Added the Pantheon to Roma

Added a requirement for Rome to have 40 development to restore the Eternal Flame
