Removed an extra " } " in the code that stopped the innovation changes actually happening. Whoops!

Fixed global modifiers, some base game stuff like interest rates were being overwritten when they weren't even used by the mod..
However, this makes the mod unlikely to be compatible with other gameplay changing mods
The (No Tweaks) version of this mod however should be fully compatible with everything.
I will be working on a compatibility friendly version of the +Tweaks mod here soon.
