Huge patch, honestly lost track of everything. Includes:
-State system which changes state strength according to population for the US
-Clout impacts election
-2 Term limit for US presidents
-New characters from Rinbro's great EEIC mod
-Reworked starting political situation
-Multiple types of confederate uprising for which states join them
-New events
-Seminole tribe added
-Tribal modifier added for most states so Native Americans are far harder to remove until you get the Repeater technology

The USA no longer has lingering feelings for the Confederacy, and will get over the civil war.
If you get a civil war before you manifest your destiny, you won't bring back the question of slavery for old time's sake.

Adds: Clout influences election momentum
US census every 5 years changes the relative clout of states, causing low population states to have larger relative clout.
