-Slightly rebalanced the hitboxes on Alt Nair

-Decreased damage on Alt Nair (10 -> 9)

-The second hit of Utilt is now techable again

-Removed slight drift multiplier on Fair (0.9 -> 1) (Fair should overall be a much more reliable combo and kill move with its increased base kb and kb scaling, so it shouldn't need this)

-Changed Peter's landing sound to "sfx_land_heavy" instead of "sfx_land"

Peter Griffin now has a CSS button that changes his Nair and Fair to the "alt" versions. (Code written by Dino Bros)

- Increased the knockback scaling on Nair's landing hitbox. (0.4 -> 0.5)


Soon I'll be working on a new mechanic for Peter regarding his old attacks. I'm gonna implement some buttons on the Character Select Screen that toggle between his old and new versions of his Nair, Fair, and even Down Special. This is so people who enjoyed the old iterations of his moveset can still have fun with modern Peter Griffin. Because besides me wanting to make Peter as balanced and fair as possible, I most of all want people to have fun. So that's why I'm implementing this change. It might take me a bit though, so be patient lol.

Regardless, the current iteration of Peter's moveset will remain the default and RECOMMENDED version, as I believe it is the most fun to play with and against. Also I worked hard on the new moves so I like them ;(

Peter has a new Nair and a new Fair!
(May be temporary depending on player reception)

-Nair is a belly flop, okay damage but good angles and strong kill power on its sweet spot!
Holding the attack button while landing will cause Peter to slam onto the ground with a hitbox.
-Fair is a forward punch. Fast and reliable aerial option.

Misc changes:

-Dstrong startup decreased slightly (14 -> 12)
-Ustrong's inital hitbox has been split into two. A weak one at the bottom (so the attack can still scoop up lower targets) and a strong one at the top of Peter's fist (given very slightly more knockback to reward hitting the sweet spot)
-Two new alts: Swanson and Quagmire.
-Utilt's second hit is no longer techable.
-Dspecial grab victims' mashing vfx now spawn at slightly random positioning.
-Cleaned up some of the codebase alongside these changes.
