Updated with the Norway mini-update.

- Scandinavia and Norway are now separated and Norway existing cancels out Scandinavia. This is done to further drive the idea of only one Scandinavian lucky nation existing at once, those being Norway or Swedish formed Scandinavia.

- North Sea Empire doesn't get a lucky nation bonus, because they don't need it and historically a united northern Europe never lasted for more than a couple generations. Chances are the AI will never form it anyway.
