Fixed a bug where mod configurable settings have not worked properly

Players not in adminlist can't drop gunpowder near mossy vines and cacti

Players not in memberlist can't drop gunpowder near hostile flares

Players not in memberlist can't drop gunpowder near owned structures

Players in memberlist can light gunpowder on dock

Expanded the arson prevention range of Ice crystaleyezers' mini glaciers from 12 to 16.(Against arson with Dwarf stars)

• Fixed a bug about authorized settings
  
• Now can prevent attack arson by non-memberlist players with firestaffs, firedarts, torches, lighters and etc.
  
• Now if you hammer container structures(chest, icebox and etc) then Items stored only in one's own structures are popping out.(just like vanilla)
  
• Now can set an owner setting for Replica Relic structures
  
• Can prevent to mutate dragonfruits into Salamanders by non-memberlist players.
  (Prevent arson with Salamanders.)
