Vanilla 3.9.3
fix again is_pirate (as vanilla changed this again to a shorthand)
remove planet rebels for now (suggestion by MrFunEGUY)
nerfed marauder starbase & marauder galleon (more like vanilla)
set default Khan resurgence values to vanilla
