Changed a few basement rooms to make them more fair

Attempt at making rooms with Buttslickers feel more fair

Changed a potentially unfair room in the necropolis/dank depths

Altered a potentially unfair room in the Scarred Womb.
Also changed one layout for Teratoma

Small Mr Fred nerf.

Changed the difficulty of some cathedral and sheol rooms.
Removed Mulliboom waves from Greed mode again.
