Fixed the Global Flag event to properly work for compatability.
Entertainment districts were removed, somehow? Re-added them back in.

Forgot to add the code for habitats that are above planets while the colony is a moon of the same planet.

Orbital Rings now apply their benefits to habitats above the planet. (Sadly don't know how to get the amenity bonuses to work though).

Added a new Orbital Ring Module for Solar Arrays! These provide two technician jobs to the planet below.

Should have fixed a code tweak that might have caused issues in 3.4?
Habitats and Orbital Rings can now be built over the same planet, and orbital rings can be built with other megastructures.

Updated to 3.2, added duelist job swap to temple districts for warrior culture civics, added high priest job to temple districts for exalted priesthood.
