Ideas:
Made it so most MINUS % modifiers are capped at -25%. Does not apply for open limits like Dev Cost or Native Uprising Chance.
Adjusted many ideas, slightly lowered the cost for weaker ideas.
Added back the 50% malus for using too much from one idea group.
Added Transport Combat Ability (lol).
-Reduced Female Advisor change to 2 levels with 50% ticks (less abuse with idea pool %).
-Certain Ideas now generate 5 Idea Points (Female Advisor Chance, Female Generals, Discover adjacent colony)

Government:
Removed "-block diet" from American Republic and Federal Republic gov reforms.
They still keep their Parliament

-Added Indomitable Gauls as a extremly powerful roleplay Tribal Gov Reform.

Renamed Samiat Lighan to Mesopotamian (while first one sounds cool, I think more people can relate to the new name).
Also fixed AI not converting bug as I used the wrong name for something in the decisions file.

Changed +20% inf combat with +0.5 inf shock (moved it to new religion).

Zoroastrian
Added blessings (from 1.31). Moved bonus merchants from base boni to each blessing.
Added Placed Merchant Power +10 (base is 2).
Trade efficiency from 20% to 30%.

New Religion: Samiat Lighan (mesopotamian, focus on admin and military)
Same religion group as Zoroastrian.

-Added decision to increase harmonization by 20. You need stab3 and pay 1 stab & 2x yearly income.
Rework some harmonized religion modifiers:
Shinto: 10inf combat -> Army Tradition Decay -2 & 3.3 discipline
Theravada: Added -10% idea cost (ontop of having -15% same culture advisor cost)
Mahayana: Replaced -12.5% idea cost with -10% ship cost & 15% Ship Trade Power
Vajrayana: Replaced 20% production effiency with -10% Fire Damage received & 5% Land Morale
Pagan Group: Added -10% Land Maintenance & +0.25 Cavalry Fire (ontop of having 10% movement speed)
Jewish: Added -1 loans interest (ontop of having +1 New Ruler Admin Power)
Zoroastrian: Added -1 Merchant (ontop of having +20% global trade power)
Dharmic: Replaced Army Tradition Decay with 20% Global Manpower, reduced Army Tradition from 1.0 to 0.75
Muslim: Added -7.5% Tech Cost (ontop of having +10% Shock Damage)
Christian: Added -15% Stability Cost (ontop of having +1 Fire General Pips)
Hellenic Group: Added +0.25% Yearly Army Tradition and -10% Build Cost
Kemetic: Added -10% Development Cost and -10% Diplomatic Tech Cost
European Pagan Group: +10% Inf Combat and +1 Land Leader Shock.

Shinto
Now requires stability to be at 3 instead of 1 to increase/decrease isolationism level.

Tengri
Added +50% Cavalry flanking to Golomto's Fire (fifth blessing).
Increased Umay's Protection (fourth blessing) to -10% fire damage received.
