Fixed the on_new_monarch which strangely didn't raise an exception in the log error

Following have been moved to on_actions thus saving at least one hidden event each:
1. Portuguese removal of the modifier Henrique's Naval Reforms
2. Portuguese removal of the modifier Avenge Betrayal
3. French removal of the modifier Scots Mercenaries
4. Venetian's Trattato di Constantinople and Il Leone Alato events [on the end of the Veneto-Turkish wars]
5. Jiri Podebrad setup
6. Hundred Year Wars' related events
7. Some of the Fair events [thus it should have nearly no impact on performances]

- Some flags are now correctly cleared once no longer needed [and removed unused flags]
- Old Heir Education events have been successfully commented out
- Fixed Frisia's release spawning without culture/religion
- Changed many fixed effect to scripted [like legitimacy_equivalent, stability, mercantilism, innovativeness, etc]
- Changed all manual upgrade buildings to the scripted effect
- Changed all estate loyalty to scripted effects
- Fixed Naples' Isabella di Chiaromonte event never firing
- Fixed Naples' Event on Skanderberg firing when you were at war with Albania
- The five events on the Italian Wars have been merged into one
- Fixed duplicated files etc

- Disabled all the Jewish events, we will rewrite somewhere in future
