- Democratic Autocracies now have Agendas. This should be more useful for them than mandates.

However, this required a bit of working around Stellaris limitations. As such, during elections, it will not show their agenda, but instead a mandate. This means it's not possible to know candidates agendas ahead of time. This stinks, but I think it's a small downside compared to the upside.
