Fixed small cheat shop issue

-added cheat mod guy to cheat shops
-added cheat mercenaries to cheat shops
-cheat troops can now fight anyone
-changed cheat shop layout

-Removed Cheat Shops from cities
-Added 10 cheat shops around the world.
This should help remove the conflicts with Genesis.

Added Cheat's Cross to the cheat shop. (Cheat crossbow)
