-Added envoys as an honorable leader class on death - not currently saved due to their lack of traits or other definable tracking features
-Added heavily requested feature: Leader Memorials! They are megastructures built in orbit of a planet, like habitats, and are named after the first open saved leader class (eg. if you have a ruler memorial for dead ruler 1 and a saved dead ruler 2, upon construction it will be named after dead ruler 2) They permanently provide unity and a bonus based on the leader class, as well as traits and achievements from the memorialized leader. The maximum construction limit is the same as the saved leader cap (up to 5 per class) for a total of 25.

-Reworked influence cost - edict no longer costs influence, and influence only deducts if you decide to honor a leader.
