Changed Free Haven to it's original vanilla state, and renamed "Peacekeepers" civic to "Universalism". Seems more accurate this way.

Changed "Growth and Construction" trade policy (basic for Planned Economy) to "Social Development" which now earns a small amount of energy, consmume goods and unity.

A couple of changes.

1. "Planned Economy" policy now can only use one speicifc Trade policy - "Growth and Construction", which provide small amount of all basic resources.

With this change I try to bring more value to the "Mixed" economy, which is now called "Regulated Market", and allows to use any possible policy, while both "Planned" and "Free Market" only allows you to chose a specific one.

2. "Isolationism" civic is allowed to have rivals (since it's not pacifist I figured that would make more sense).

3. "Consumerism" civic now also provide some additional Clerk jobs for Commercial Zones and Megaplex buildings.
