Misc Changes:
- Added two scripted triggers for Merger of Rules

Bug Fixes:
- Building upkeep is now a linear function of building count as opposed to a triangular function when using the Organic Structures civic
- Migration Treaties will now correctly give pops of other species when using the Mutualistic Behavior civic
- Replicators empires no longer break when their replicant species uses a Complex portrait
- The Crystalline Drones/Organic Structures and Mutualistic Behavior civics are now correctly no longer able to be chosen by AI Empires (They can still be used by player empires)
- Various fixes to Assimilation

Bug Fixes:
- Empires with the Mutualistic Behavior, Natural Attraction, and Parasitic Embryos civics will correctly be able to make random empire names
- Various species rights fixes, such as allowing Parasitic Embryos to correctly use the Necrophage purge type

- Clone Army empires will now start with Ancient Clone Vats
- The Cross-mod Gamestart Menu is now actually disabled
- Lithoid Empires will no longer be forced to use the Lithoid shipset when not using the Living Structures civic
- Starbase Upgrades will now use the correct resources when using the Organic Structures or Living Structures civics
- Gestalt Empires will no longer lose their housing districts when using the Shattered Ring origin
- Parasitic Embryos Empires will now be able to Resettle their purging pops onto Hive Worlds
- Hollow World Alloy Districts will now correctly work with the Catalytic Processing civic
