Initial Upload

- Added "Terran Dominion Space" as a new initializer for the Terrans which adds the following planets:
- Korhal (Korhal IV) - your starting system
- Tarsonis (Tarsonis)
- Agria (Agria Colony)
- Tyrador (Tyrador VIII and Tyrador IX)
- Sara (Mar Sara and Chau Sara)
- Vardona (Vardona) - other planets in the system are made up due to a lack of star system info.

- The Korhal System initializer will remain as an option for players who just want Korhal without the other systems
included.

- Each Terran system comes with its own custom planet modifiers as well.
- Changed the description of the Prescripted Empire.

- Changed the Prescripted Empire to never spawn in-game automatically or by chance. If you want the prescripted empire to spawn, edit and save the "Terran Dominion" as a custom empire and set them to spawn in-game manually.

- Nerfed the "Terran Armed Forces" civic:
- Removed the psionic armies technology but kept the psionic theory tech.
- lowered all of the civic's modifiers to be more in-line with other civics (Still slightly op, but manageable).
