2. UI optimize, only road near outside will show UI

1. The more vehicle count, the less outside traffic will be to save vehicle resource

1. Add option to select each side traffic level
2. Different highway road have different traffic level based on their lane count
3. Add RoadUI to help identify which side outside is.
