Fixed a bug where some people were seeing pre-teraformed worlds pop up where they shouldn't be.

- added a 30% chance that the teraforming of a Pre-Teraformed World will almost work
- added a 1% chance that the teraforming of a Pre-Teraformed World will totally fail
- added alerts when a stellar igniter is partially and fully complete.
- you can no longer build an igniter around a gas giant with moons that are habitable or already have a colony.

Vastly improved mod file size (decreased by a factor of 3) and added some star systems to make it work more efficiently.
