* Guardians of the Galaxy will no longer re-awaken an already awakened empire. You will still get the special pop-up, but they won't get their country type changed again (and thus all their resources reset again).
* Guardians of the Galaxy can now occur during a War in Heaven if the designated guardian is not involved in the war.

* FE's and AE's special capital buildings are now considered "fully upgraded" (which means they can upgrade their alloy founderies and similar)

Version 2.5.0: (this is the version of the mod itself, not the version of Stellaris it is compatible with, which is 2.6)
- Awakened empires now get up to 2 free fleet reinforcements if they are falling behind. There is a significant delay between the two reinforcments to still have some window of opportunity. This is mostly to keep a War in Heaven being cut too short by having their fleets in the wrong places when the other AE comes around. After the 2 reinforcements, they get no more and will stand or fall based on their own merits and production.

- Added better tracking of awakening and rival selection order (though this information is currently unused)

- Fixed several issues where the incorrect awakened empire may be selected for War in Heaven events (this may not retroactively fix War in Heaven in the process of starting. To fix that in an existing game, try running in the console the command

effect random_country = { limit = { is_country_type = awakened_fallen_empire has_country_flag = sleepers_awake_first_sleeper has_country_flag = sleepers_awake_rival_chosen } save_event_target_as = FirstSleeper save_global_event_target_as = FirstSleeper }

- If a fallen empire awakens and it can't find an opposite ethos fe to War in Heaven against, but it finds a pair of FEs besides itself that are, there is a roughtly 70% chance that they won't kick off the War in Heaven and let the opposite pair ethos FE's do it to each other (when they eventually awaken). Even if "always war in heaven" is set.
-- For example, if you have a materialist, a spiritualist, and a xenophile FE, and the xenophile wakes up first, then the xenophile will 70% of the time not start the War in Heaven and rather it will start when one of the materialist and spiritualist awaken (and they have a 70% chance to choose each other when they do)
