Reverted partial civilian classification to reduce outliner clutter.

Probes partially reclassified as civilian craft. I cannot seem to remove them from the Military Fleets section, unfortunately.

This should noticeably reduce their cost, for unknown reasons.

You'll need to redesign and rebuild your probes to take advantage of cost reductions/etc.

Probes only cost .5 Fleet Cap now. This doesn't round up, but it does stack; 2 probes cost 1 Cap, 4 cost 2 Cap, etc.
