*Support Fallen Empire buildings that automatically produce things now.

*Support Barbaric Despoilc civic, they tend to gain more things and more strategy resources compare to other empires

*Adjust how many pops die during raid

*Add new policy - Raid Station Measure, to decide whether to gain resources when destroying enemies' Mining & Research stations. (They will hate you for that)

*Rename Raid Policies a bit.
