Stellar Fortress 2.0

Changes:

• added tier 6 main reactor and structure upgrade
  
• heavy XL weapons can now only be used on stations
  
• regular XL can now only be used on ships (as usual)
  
• drastically reduced maintenance costs of military stations to -90% (vanilla: -25%)
  
• slightly reduced costs of most new components (max. upgraded Fortress with T6 will still cost about 100k)
  
• slightly adjusted mil. power calculation to work around the power-1-bug
  
• slightly rebalanced beam XL vs. kinetic XL weapons
  
• fixed obsolesence for T1 particle lance
